SCOTT PAPER LTD operated BC's only tissue paper mill in NEW WESTMINSTER. It was opened in 1922 by the Herb family as Westminster Paper Mills to produce fruit-wrapping tissue for OKANAGAN VALLEY orchardists. The original mill burned in 1929 and was immediately rebuilt. In 1955 Scott Paper of Philadelphia purchased 50% of the company shares.
