WHITE, Charlie, sport fisher (b 1925). He moved to VANCOUVER ISLAND from the US after receiving an engineering degree from Cornell Univ and deciding that BC provided the most promising sport FISHING grounds. White helped to create VICTORIA's first television station and also invented one of the first downriggers for trolling, which he developed with Scott Plastics to become the Scotty Downrigger.
