TRANSFER PAYMENTS from the federal government to the provinces are of 2 types: equalization payments to the so-called "have not" provinces to counter regional economic disparities, and the Canadian Health Transfer and Canadian Social Transfer to support health care, post-secondary EDUCATION and social assistance programs.
