DOUGLAS, "Major" Clifford Hugh, engineer, originator of Social Credit (b 20 Jan 1879, Stockport, England; d 1952). He developed the theory of SOCIAL CREDIT during WWI and spent the rest of his life trying to spread his ideas. A critic of capitalism, he argued that increasing individual spending power would improve the system.
