CEDAR, pop 4,440, at the heart of a rural agricultural district 12 km southeast of NANAIMO on VANCOUVER ISLAND, was settled in the 1880s. The area is still pleasantly bucolic, with rolling fields, farm animals at pasture, galleries, pubs, and bed and breakfast operations.
