ELGIN, at the mouth of the NICOMEKL R, 17 km south of NEW WESTMINSTER in the FRASER VALLEY, was established as an "Out-port of Customs" in 1880. The Semiahmoo Rd crossed the river here and both land and water traffic from the US could be controlled. In the railway era, the customs house was moved to the border and Elgin declined. Named after the Earl of Elgin, gov gen of Canada from 1846 to 1854, it is now a semi-rural suburb of SURREY and site of a historic farm and heritage park.
