EMPRESS HOTEL in VICTORIA is one of a chain of chateau-style hotels built across Canada by the CPR. The name refers to Queen Victoria, Empress of India, and to the fleet of CPR Empress ocean liners. The hotel was designed by Francis RATTENBURY and built on a landfill site in JAMES BAY next to the LEGISLATIVE BUILDINGS. Since opening in 1908 it has come to symbolize the opulence of high-Victorian gracious living, and "tea at the Empress" is still a special occasion for visitors to the capital....
