McTAGGART-COWAN, Patrick Duncan, meteorologist, university president (b 31 May 1912, Edinburgh, Scotland; d 11 Oct 1997, Bracebridge, ON). He came to BC as a baby with his family and grew up in N VANCOUVER. A Rhodes Scholar from UBC, he graduated from Oxford in 1936, then went to Newfoundland, where he organized the provincial meteorological service. During WWII he was responsible for deciding if weather conditions permitted planes delivering supplies to Europe to venture across the Atlantic...
