POSTAGE STAMPS were used by the colonies of BC and VANCOUVER ISLAND for the prepayment of postage from 1860 to 1871. Under the direction of Gov James DOUGLAS, the 2 colonies jointly issued a stamp in 1860 worth 2½ pence bearing a portrait of Queen Victoria.
