TWO RIVERS POLICY was PREMIER W.A.C. BENNETT's program of massive HYDROELECTRIC development on the COLUMBIA and PEACE rivers in the 1960s. Bennett wanted new sources of electricity to power industrial development in the province, so he nationalized the BC ELECTRIC RWY CO, created a new CROWN CORPORATION, BC HYDRO, and concluded the COLUMBIA RIVER TREATY, all elements of his "two river" strategy.
